Séminaire de renforcement des capacités des responsables du Secrétariat Permanent à la Réforme Administrative
Le Ministre de la Fonction Publique et de la Réforme Administrative, Emmanuel BONDE, a procédé le lundi 03 mai 2010 à 10 heures dans la salle des conseils de discipline budgétaire et financière du Contrôle Supérieur de l’Etat, à l’ouverture d’un séminaire de renforcement des capacités des responsables du Secrétariat Permanent à la Réforme Administrative. La cérémonie qui s’est déroulée en présence du Secrétaire Général de ce ministère, NGOLE Philip NGWESE, marque le début d’un cycle de recyclage d’une trentaine de Conseillers Assistants en Organisation Administrative récemment nommés. Ce séminaire se propose de faire acquérir au personnel technique du SPRA des connaissances et des habiletés les rendant opérationnels afin de réaliser les missions dévolues au SPRA. A l’issue de ce séminaire, le personnel technique du SPRA :
aura acquis des connaissances et développé des habiletés pour s’intégrer harmonieusement dans des équipes de travail ;
aura développé des aptitudes dans la conduite d’une mission d’organisation ;
aura assimilé les techniques de management des projets ;
auront assimilé les techniques et procédés de Rédaction Administrative ;
aura assimilé les exigences d’éthique et de déontologie de la fonction de Conseiller en Organisation Administrative.
se sera approprié des techniques et outils d’élaboration des produits classiques attendus du SPRA : Textes Organiques, Cadres Organiques, Manuels de Procédures Administratives, Guides de l’Usager, etc.
The Minister of the Public Service and Administrative Reform today opened a month long seminar for the technical personnel of the Permanent Secretariat for Administrative Reform SPRA at the finance and budget discipline hall of the main building of the Supreme State Audit here in Yaoundé.
Speaking during the opening ceremony, the Permanent Secretary for Administrative Reform Madam EVEHE Jeanine situated the context of the training seminar which is to reinforce the capacity of the technical staff of SPRA who are mostly counselors and assistant counselors in administrative organization. The seminar seeks to update the knowledge of these personnel and render them operational and very apt in order to realize the mission assigned to SPRA. She however thank the Minister of the Public Service and Administrative Reform for the confidence bestowed on her, the important and prestigious institution she heads and the constant encouragement from the minister, Mr. Emmanuel BONDE.
Reacting to this, the Minister of the Public Service and Administrative Reform Mr. Emmanuel BONDE said this seminar comes on the hills of an increase in number of the technical staff of SPRA within the last two years and the appointment of these personnel as assistant counselors in administrative organization after receiving training from the Higher Institute of Public Management. The minister told the seminar participants that the overall objective of this seminar is to harmonize the method of work of assistant counselors in administrative organization, increase their knowhow in order to ameliorate individual performance and consequently render them operational so as to realize the mission of modernizing the Cameroon Public Administration.
After one month, these assistant counselors in administrative organization will be abreast with the techniques and tools of elaborating texts and organizational documents, administrative procedure manuals as well as users’ guides, the techniques of administrative writing, techniques of project management as well as ethical demands in the profession as counselor in administrative organization.
The seminar will be animated by senior counselors in administrative organization who have proven their worth in this field like the former SPRA Mr. OUM Eduard, Mr. BOUGHA Leon, and Mr. DADJIO Denis etc.
