Une audience accordée à la mission conjointe de la Banque Africaine de Développement et du Système des Nations Unies le 24 novembre 2022 a permis au Ministre de la Fonction Publique et de la Réforme Administrative de définir les axes d’interventions qui boosteraient le travail de son département ministériel. Réaction de Mme Mireille KAMITATU, Conseiller Advisor office of the UN Resident Coordinator.

- Vous venez d’être reçus par le MINFOPRA. Comment résumez-vous l’objet de votre visite ?

- Nous sommes une mission conjointe  BAD et Système des Nations unies donc l'objectif est d'évaluer les poches de vulnérabilité au Cameroun, les sources de résilience, et de formuler des recommandations pour de nouvelles interventions de nos organismes pour appuyer le gouvernement  du Cameroun ainsi que les communautés camerounaises situées dans les zones à risque. La discussion a porté sur la  compréhension du rôle du Ministère de la Fonction publique et de la Réforme Administrative. Quels sont les défis qu’ils rencontrent au quotidien ? Quels sont les besoins qu’il pourrait rencontrer ?

- Quels sont les points que vous pendrez en compte dans votre rapport ?
Dans la discussion, le Ministre nous a présenté les grands chantiers qui ont été lancés que ce soit sur la numérisation des systèmes, en termes de gestion des ressources humaines, de gestion de la paie, tout le volet sur l'amélioration des services rendus aux usagers et aussi celui sur la simplification et la dématérialisation des procédures administratives. Nous avons compris que le gouvernement à travers le Département ministériel est engagé dans de grands chantiers pour la réforme de l'administration publique. Nous notons également qu’il y  a des opportunités de partenariat et une véritable volonté de travailler avec le système des États Unis, la BAD et d'autres partenaires afin d’améliorer l'administration et le service aux administrés.

 Accompagnement serein des retraités : Automatisation du processus de gestion des dossiers de retraite et de la liquidation des droits.

 Le Ministre Joseph LE  préside depuis ce 18 octobre 2022 à Yaoundé, l’atelier de renforcement des capacités des acteurs intervenants dans la chaîne de traitement et de prise en charge des actes de retraites et de liquidations des droits.

Permettre aux responsables en charge de la gestion déconcentrée  des ressources humaines de l’Etat de s’imprégner du cadre réglementaire entourant l’instruction du traitement des dossiers de pensions et de retraite, mais surtout de s’approprier les règles et méthodes de calculs y relatives; voilà l’objectif visé par le MINFOPRA en ouvrant les travaux de ce matin.

Ce séminaire-atelier qui va durer deux jours, s’articulera autour des thématiques relatives au traitement de dossiers de carrière, de la solde et des actes de pensions ainsi que de la liquidation des droits des agents publics arrivés en fin de carrière.

L' importante rencontre constitue le parachèvement de la série de trois autres ateliers organisés au cours des trois derniers mois. À travers des formations au bénéfice des Responsables des ressources humaines des différentes administrations sur diverses questions d'actualité préoccupante, le MINFOPRA poursuit ainsi son objectif l'optimisation de la déconcentration de la gestion des personnels de l'État, l'autonomisation des administrations utilisatrices et par là, l'amélioration des conditions des agents publics.

FINANCE BILL 2023: Nearly 14 billion for MINFOPRA

   

Minister Joseph LE, presented the program of the Ministry of Public Service and Administrative Reform (MINFOPRA) on behalf of the 2023 financial year. The budget for this program worth 13,715,000,000 FCFA was defended,  before the Finance and Budget Committee of the National Assembly, on November 28.

  On this day of debate in the National Assembly, MINFOPRA first took stock of the use of the appropriations authorized to the ministerial department for which it is responsible, for the year ending (2022), before justifying  the needs for new budget allocations for the 2023 financial year.
  As priorities among its sovereign activities, "The establishment of a platform for the authentication of the diplomas of public officials, the finalization of the new SIGIPES II project, as well as the continuation of the dematerialization and simplification of administrative procedures".  The Honorable MOUTYMBO Rosette Julienne wife AYAYI, President of the said Commission wanted to obtain clarification from the Minister on the subject of recruitment at the National School of Administration and Magistracy (ENAM).  MINFOPRA's responses to all related questions have removed any ambiguity.
  In order to operationalize the vision of a modern, more efficient Cameroonian Public Service, at the service of all citizens, as set out in the National Development Strategy for 2030 (SND-30), MINFOPRA  sets as a strategic objective, the guarantee to users of a quality service with a view to economic and social development, a guarantee of the general interest.

  Minister Joseph LE clarified that the bottleneck when it comes to dealing with the integration files, and even the careers of State agents, remains at the level of the institutions which issue diplomas;  which slowed down the procedure for a considerable time.
  Also, he specifies to the AYAYI Commission during these exchanges that, <<The corresponding contract has already been awarded and that a period of 3 months has been given to the service provider to reflect on this diploma platform.  »

  MINFOPRA's vision for the year 2023 is a continuation of the project undertaken since 2018 by Minister Joseph LE, in order to contribute to improving the quality of services provided to public service users in the context of dematerialization  and simplification of procedures.

Promotion of peace and friendship : MINFOPRA AND PEACE CORPS DISCUSS FOR GREATER  COOPERATION

The Minister of the Public Service and Administrative Reform Mr Joseph LE, granted an audience today at his Cabinet, to the Country Director of Peace Corps Kristina Nicole SENE.

It was in a warm atmosphere, full of enthusiasm, that Minister Joseph LE, welcomed the Country Director of Peace Corps, Mrs Kristina Nicole SENE, this Thursday, October 13th, 2022, at 4:30pm prompt.
Speaking at the start of the hearing,  the Country Director first thanked the Minister of the Public Service and Administrative Reform for his commitment and his support to the volunteers of her association. She also used the opportunity to invite Minister Joseph LE as a guest of honor, to the 60th anniversary of Peace Corps in Cameroon, which will be celebrated on January 23, 2023.

Being in Cameroon since 1962, Peace Corps is an organization that offers a people to people approach. It goes in the villages, rural communities here in Cameroon, to meet the needs of Cameroonians through three programs that are offered for the moment; education, agriculture and community health. ”we have three program areas which are, Education, agriculture and community health, to help the population of Cameroon” explained the Country Director of Peace Corps.

Minister LE's vision for this organization is to give it a new dimension. To give it more visibility, when they come to Cameroon, during their 3months of training and 24months of service ”it would be desirable that when the volunteers come, they are officially welcomed and visited where they are set, during their training” said the Minister.

In perspective, peace corps plans to continue working together with MINFOPRA, and to meet the needs of the populations of cameroon.
