THE PUBLIC SERVICE: MINEPAT Receives Two New Governance Tools

With his colleague the Minister of Economy, Planning and Regional Development Alamine OUSMANE MEY, Minister Joseph LE, co-officiated yesterday, the official handover ceremony of the user’s guide and the Ministry of Economy, Planning and Regional Development’s administrative procedures manual.

 

An unusual day, this August 10, 2022, at the Ministry of Economy, Planning and Regional Development (MINEPAT). Transparency of the public service, demystification of the processing of files, improvement of the performance of the services and the fight against corruption, are the reasons for the design of MINEPAT’s Administrative Procedures Manual and the User’s guide, handed over to Minister Alamine OUSMANE MEY, in a view to act within the framework of the implementation of a high directive from H.E.M Paul BIYA, which prescribes the modernisation of the Cameroon public administration. “We are acting within the framework of the implementation of a high directive from H.E.M Paul BIYA, which asks us to modernise our administration. Modernising is not just about it tools, it is also about reviewing our work tools, making the task easier for users. It is precisely the two documents that we have just submitted to MINEPATMinister LE explained.

At 2:30pm, the event was launched with the introductory word of Minister Joseph LE, who expressed his gratitude for co-chairing the ceremony and described the documents, drawn up following a participatory approach, involving both experts from the permanent secretariat for administrative reform and the business executives of MINEPAT. The administrative procedure manual is an instrument of transparency, traceability of file processing circuits and improvement of service performance made up of 395-pages written in English and French, which brings together 93 essential procedures. On the other hand, the user’s guide is an information tool intended to inform the public about the 93 essential services of MINEPAT, specifying in particular the conditions to be fulfilled, the competent services and the normative deadlines.

 Next to take the floor was Minister Alamine OUSMANE MEY, who showed his gratitude to MINFOPRA, for the success in the production of these administrative documents.  MINEPAT will henceforth align with these of transformation of their ministry. “MINEPAT now has new governance tools that will strengthen existing systems, meet may challenges in the accomplishment of its missions.” Said Minister OUSMANE MEY.

To close this official handover ceremony, Minister Joseph LE, called on other administrations to follow the example of MINEPAT and participate in the elaboration of their administrative reform instruments.

Evaluation de l’implémentation des cadres organiques: le Ministre Joseph LE lance la première phase du projet.

      C’est au cours d’une cérémonie qui s’est déroulée dans la salle de conférence du CLUB MINFOPRA, ce 13 juillet 2022, que le Ministre de la Fonction publique et de la Réforme Administrative a déclaré ouverts les travaux de la première des trois phases dudit projet. Une cérémonie ponctuée par le discours du ministre Joseph LE, puis par la présentation du projet par le Secrétaire Permanent à la Réforme Administrative (SPRA). Les administrations pilotes ont ensuite pris la parole avant toutes les autres représentées.

Pendant cette phase de lancement, il était question pour le Secrétariat Permanent à la Réforme Administrative, structure du MINFOPRA porteuse du projet, de distribuer le questionnaire visant le renseignement sur les différentes administrations et s’assurer qu’elles se sont bien appropriées le questionnaire d’une part, puis d’écouter lesdites administrations afin de jauger le niveau d’implémentation de leurs cadres organiques d’autre part.

Il ressort des 27 administrations ayant pris part aux travaux que : la majorité attend que le SPRA leur transmette à nouveau les cadres organiques ; quelques-unes attendent le retour des documents amendés à l’issue de l’atelier tenu à Ebolowa en 2018 ; et enfin d’autres aux spécificités avérées telles que le MINDEF et le MINTOUL, ont les cadres organiques en cours d’élaboration et sollicitent l’appui technique du SPRA.

Les recommandations du secrétariat technique aux administrations et à l’équipe technique visent entre autre, à densifier la communication sur les enjeux et la mise en œuvre des cadres organiques dans les administrations ; et à informer les responsables des structures de la descente imminente des équipes de collecte des données du MINFOPRA. Un accent a été mis sur la sensibilisation des administrations sur l’importance de cette instance interministérielle de reforme de la gestion des finances publiques et l’importance de l’appropriation des outils de gestion des Ressources Humaines de l’Etat de manière générale et de manière particulière des cadres organiques.

C’est sur ces recommandations que  les travaux de cette première phase du projet ont pris fin. La seconde phase consacrée à l’analyse des données suivra dans les prochaines semaines, puis la troisième clôturera en 2023 avec la mise en ligne du rapport biennal sur le site web du MINFOPRA.

MINFOPRA/ISMP:MINFOPRA Patronizes activities of the 2022 Auditor’s week.

 

Indicating the importance of the re-enforcement of capacities of the State’s Human Resources through continuous training, the personal representative of the Prime Minister Head of government,  Minister of the Public Service and Administrative Reform, Joseph LE has invited state personnel as well as officials of private institutions in managerial positions to confidently register for the quality Masters program dispensed at the Advanced Institute of Public Management (AIPM).

  The call of the MINFOPRA boss which came in today 21st of July 2022 during the re-opening ceremony of the Advanced Institute of Public Management, organized today at the “Hôtel des Deputes” in Yaoundé was also an occasion to officially launch the week long activities of auditors of the Masters program in Management at the Advanced Institute of Public Management.  

Under the theme “the Cameroonian Public Administration: between internal functional challenges and the obligation of external results”, the session brought together  officials of   MINFOPRA, administrative authorities of AIPM, professors and students of the Advanced Institute of Public Management in a colloquium to reflect on the challenges of meeting up with the obligation of producing results within  the Cameroonian administration in a complex global environment characterized by the rapid evolution of technologies of Information and Communication  and the need for the Public service to be competitive.

In his welcome speech for the occasion, the Director General of the Advanced Institute of public Management, Mr. Edward MESSIME MOKWE presented the details of all the programs offered by the Advanced Institute of Public Management and exhorted the 70 new students of the 6th batch of the Masters program in public Management to proficiency and hard work.

On the backdrop of the Directors ‘General’s speech and the inaugural lesson presented by Professor GUIMDO, the Personal Representative of the Prime Minister Head of government, Minister Joseph LE insisted on the expectations formulated for the occasion. Amongst others, he said the colloquium should produce concrete, useful and applicable proposals which would impact the capacity of performance of the auditor’s different organizations.

Partenariat: le MINFOPRA et la CAMTEL pour une convention de partenariat gagnant gagnant

Tels sont entre autres les résultantes de la signature d'une convention de partenariat gagnant-gagnant signé ce 13 juin 2022 entre le MINFOPRA et CAMTEL. En d'autres termes, le contenu de cette convention porte sur la mise en place d'une haute disponibilité avec le backup des services du MINFOPRA à savoir le portail web, la messagerie et le backup du SIGIPES. Les services en ligne quant à eux seront stockés dans un cloud dont les infrastructures physiques se retrouveront à la fois au MINFOPRA et à CAMTEL. Les dysfonctionnements des applications SIGIPES et ANTILOPE seront réduis à zéro. Les  deux parties signataires se sont engagées à faire du service public, un milieu d'épanouissement professionnel avec la modernisation et digitalisation des services.
Ainsi, le MINFOPRA attend de son nouveau partenaire, la sécurisation optimale de ses informations et un débit internet de qualité, en plus des services existants que sont l'interconnexion avec les différentes administrations, la téléphonie fixe, le numéro vert. CAMTEL devient ainsi le gardien du système d'information du MINFOPRA.
D'un autre côté, CAMTEL entend offrir un service de qualité avec zéro défaillance à son nouveau partenaire du MINFOPRA, avec la disponibilité 24h/24 et 7j/7 du portail web.  La cérémonie présidée par le ministre Joseph LE à laquelle ont pris part les responsables de la coordination du MINFOPRA, les DG  CAMTEL, ENAM ISMP,   le SG MINPOSTEL représentant personnel de sa ministre, a également été rehaussée par un parterre de responsables de la Cameroon Télécommunications. La signature de ce partenariat par le ministre LE démontre à suffisance sa volonté de toujours satisfaire ses usagers-rois, en leur offrant un service toujours plus efficace.
