Partenariat: le MINFOPRA et la CAMTEL pour une convention de partenariat gagnant gagnant



50MB par secondes d'internet pour les services centraux et 4MB pour les services déconcentrés du MINFOPRA; le Serveur logé et hautement sécurité dans le datacenter de CAMTEL à zamengoué.
Tels sont entre autres les résultantes de la signature d'une convention de partenariat gagnant-gagnant signé ce 13 juin 2022 entre le MINFOPRA et CAMTEL. En d'autres termes, le contenu de cette convention porte sur la mise en place d'une haute disponibilité avec le backup des services du MINFOPRA à savoir le portail web, la messagerie et le backup du SIGIPES. Les services en ligne quant à eux seront stockés dans un cloud dont les infrastructures physiques se retrouveront à la fois au MINFOPRA et à CAMTEL. Les dysfonctionnements des applications SIGIPES et ANTILOPE seront réduis à zéro. Les  deux parties signataires se sont engagées à faire du service public, un milieu d'épanouissement professionnel avec la modernisation et digitalisation des services.
Ainsi, le MINFOPRA attend de son nouveau partenaire, la sécurisation optimale de ses informations et un débit internet de qualité, en plus des services existants que sont l'interconnexion avec les différentes administrations, la téléphonie fixe, le numéro vert. CAMTEL devient ainsi le gardien du système d'information du MINFOPRA.
D'un autre côté, CAMTEL entend offrir un service de qualité avec zéro défaillance à son nouveau partenaire du MINFOPRA, avec la disponibilité 24h/24 et 7j/7 du portail web.  La cérémonie présidée par le ministre Joseph LE à laquelle ont pris part les responsables de la coordination du MINFOPRA, les DG  CAMTEL, ENAM ISMP,   le SG MINPOSTEL représentant personnel de sa ministre, a également été rehaussée par un parterre de responsables de la Cameroon Télécommunications. La signature de ce partenariat par le ministre LE démontre à suffisance sa volonté de toujours satisfaire ses usagers-rois, en leur offrant un service toujours plus efficace.

Modernization of the Cameroonian Public Administration: MINFOPRA evaluates the dematerialization of administrative Procedures in ministerial departments

 

With the daunting challenge of meeting up with the dispositions of the 2030 Sustainable Development Goals (SDG30), the dematerialization of administrative procedures is imminent. By evaluating the achievements of different ministerial departments, it is possible for the Ministry of the Public Service and Administrative Reform (MINFOPRA) to determine the level of preparedness for the modernization of the Cameroonian Public Administration.

Presiding over an interministerial meeting for the evaluation of the simplification and dematerialization of administrative procedures within different administrations, on Wednesday 18th May 2022, the Minister of the Public Service and Administrative Reform, Joseph LE emphasized on the importance for all administrations to be actively engaged in the dematerialization of administrative procedures for the modernization of the Cameroonian Public Administration.

The meeting which took place in the presence of a considerable majority of representatives of over 44 administrations, notably (sovereign administrations, technical administrations, economic administrations and social and cultural administrations) as well as the promoter of the Government Action Fair was also an opportunity to discuss on the terms of references on the upcoming Government Action Fair to be led by MINFOPRA from the 22nd of June to the 1st of July 2022 , under the theme “Modernization of the Administration as the major lever of Performance for the attainment of the objectives of the 2030 Sustainable Development Goals(SND30)”.

Turn by turn, representatives of the different administrations took the floor to present the major innovations that have been established within their ministerial departments as well as shortcoming in terms of dematerialization and simplification of administrative procedures in the past years. Amongst others, the Directorate of the National Security presented the dematerialization of procedures in the production and delivery of Passports which formerly took a long time but today the entire process has   been reduced to barley 48hours. The Ministry of Public Health also presented the creation of an online platform that offers candidates the possibility to register for public health concours on the platform and the project for the authentication of public health diplomas which is in gestation.

From the discussions of the meeting, it was realized that a lot is being done to dematerialize procedures within different administrations but there’s still need for communication to be vulgarized at all levels. It is for this reason that in his closing remarks, while calling on the representatives of the administrations to put in more efforts for the dematerialization of the administrative procedures within their administrations, the Minister also urged  them to participate massively  at the Government Action Fair so they can sensitize the Cameroonian public  on all that has been established so far,  in view of modernization of the Cameroonian Public Administration.

MINFOPRA organizes the Medium Term Expenditure Framework Workshop for 2023-2025

 

          The Ministry of the Public Service and Administrative Reform is taking measures to efficiently master the management of  its budget in view of  achieving  its objectives of modernization of the Public Service through diverse programs and activities.

         In a workshop that took place at Mbankomo from the 30th of May 2022 to the 01st of June 2022, the Minister of the Public Service and Administrative Reform,Joseph LE called on his collaborators  to ensure that, the   plans and programs that have been drawn up complement a rational management of  the Ministry’s budget for the next three years( 2023-2025).

         The three day conclave was attended by the  Senior Divisional Officer of the Mefou and Akono Division and other Administrative authorities of  the division as well as representatives of the Ministry of the Economy, Planning and Regional Development (MINEPAT), the  Ministry  of Finance (MINFI) and  close collaborators of the Minister of the Public Service and Administrative Reform.

         According to Minister Joseph LE, this workshop was very important, given the necessity to advance the vision of modernization of the Public Service amidst the global and national socio-economic and political crisis plaguing the world.

It was thus organized to master the budget of the Ministry  in order to minimize the eventuality of hindrances that may perturb the Ministry’s plans for the next 3 years.

UNOPS au MINFOPRA : La représentante multi pays du bureau des nations unies pour les services d’appui aux projets en visite au MINFOPRA.

 

L’échange de cet après-midi du 10 mai 2022, entre Joseph LE et Tatiana WAH (représentante multi pays de l’UNOPS) portait sur les domaines d’interventions de l’UNOPS.

Durant une demi-heure d’horloge, Joseph LE (MINFOPRA) et Tatiana WAH  en visite au Cameroun, ont épilogué sur les interventions de l’UNOPS au Cameroun.

En effet cet Organisme Non Gouvernemental est une structure opérationnelle des Nations Unies, soutenant la mise en œuvre des projets d’un large éventail de partenaires. Le siège de l’UNOPS est situé à la cité de l’ONU à Copenhague au Danemark. Cette organisation compte plus de 30 bureaux de pays et de partenariats partout dans le monde.

Cet échange était l’Occasion pour les deux personnalités d’en savoir davantage sur les institutions dont elles ont la charge.
