Dematerialization  of Administrative Procedures: Implementation of Digital Reforms, Assessment and Prospects.

 

The  digitalized Annual  Conference of the Central and Devolved Services of MINFOPRA and bodies under its supervisory authority took place on February 1st, 2022, at the new conference hall of the Ministry of the Public Service and Administrative Reform.

The quest for the Public Service nationwide to be in phase with technological advancements and innovations, was at the centre of discussions of  a digital annual conference, which took place yesterday at CLUB MINFOPRA, under the theme  Dematerialization and simplification of Administrative Procedures, issues, evaluation and perspectives.
The conference which brought together officials of different categories of the Ministry began with an opening speech by the head of the Ministerial department,  Mr. Joseph LE, who put a stress on the delays in the processing of some files, difficult access to certain basic public services and the improvement of the working conditions of state employees.

Activities proper were animated by the interventions of four Directors;
The first intervention was that of the Permanent Secretary for Administrative Reform, who clarified the concepts of dematerialization and simplification of procedures, particularly in terms of modernisation. He further reviewed the main actions of MINFOPRA, in the field of simplification and dematerialization of procedures, then ended with the challenges and prospects in implementation. Secondly, the Head of Division of Information Systems, made a diagnosis of the functioning of MINFOPRA services, in terms of the improvement of the working conditions of  state agents with interconnection of central and decentralized services, the production of career documents from 23,000 files processed in 2017, to  63,000 in 2021,  oral presentations by videoconference, electronic notification of proceedings, and the dematerialization of procedures of registration for concours. For the prospects, he mentioned the advent of SIGIPES II and a digital platform dedicated to the authentication of diplomas.

The 3rd and 4th interventions were those of the Director Generals of the National School of Administration and Magistracy (ENAM) and the Advanced Institute of Public Management (ISMP), who recalled the missions of the schools under their charge  and brought to the knowledge of the participants, the actions carried out within the framework of the establishment of the digital campus with a focal point to interact with partners of KOICA and  the actions undertaken in the organization of competitive examinations, just to name a few. Lastly, the presentation of the Regional  Delegate of the North region gave a balance sheet of actions done in terms of dematerialization and simplication of administrative procedures within the regional delegations of MINFOPRA, the situation, impact, statistics and challenges.

These presentations were followed by a session of  questions, answers and suggestions, which rounded off with a brief presentation of the upcoming SAGO 2022  presented  by the Head of the Communication Unit.

 The conference ended with the announcement of the outlook challenges for the year 2022 by the Minister, such as the delivery of the new SIGIPES, the process authentication career files diplomas and the government action fair, to show the national and international community, what is being done in Cameroon, in terms of modernizing administrations.

                                                             Ministers Joseph LE and Malachie MANAOUADA visit the anti Covid-19 vaccination pools in yaoundé
 
With main objective to sensitize and encourage the personnel on ground and bring clarifications where necessary, the two Ministers, Joseph LE of the Public Service and Administrative Reform and Malachie  MANAOUADA of public  Health undertook a supervision visit  in all 8 pools today 22nd November 2021.
 
 This is the first time Cameroon is receiving the anti Covid-19 vaccines and the anti campaign against the vaccines which had been circulating before the launch of the pro- vaccination campaign last 10th November needed to be debunked by answering some pertinent questions of the targets of the operation, who constitute states workers and pensioners.

In a synergy therefore of efforts, the ministers were welcomed at different Administrations( MINESUP, MINJUSTICE, CONSUPE, MINEPAT, MINTOUL, MINTP, MINHDU, MINFI, MINSANTE, MINEE, MINPMESA, MINCOM etc.) by the representative  members of government who also signaled the importance of the campaign to their collaborators.   
 
Beginning from pool 1 at the Ministry of higher Education, (MINESUP), the enthusiasm was high as some state agents could be seen consulting the health personnel on the field to get vaccinated. At the Supreme State Audit, the Minister delegate at the presidency in charge of Supreme State Audit, Mrs MBAH ACHA Rose emphasized the fact that the vaccines don't kill but help to reinforce the workforce for a good work rendition. At the Ministry of Public Health, Minister Malachie MANAOUDA  insisted on the stringent measures and dispositions taken within his ministerial department to encourage the personnel to get vaccinated.  
Everything being equal, the campaign is on and despite some challenges, state workers were reassured of the non- harmfulness of the vaccines which have been sufficiently made available for their wellbeing at the different pools spread across different Admnistrations.

Common Law : Joseph LE lance la construction d'un bâtiment R+7 à l'ENAM

Le Ministre Joseph LE a représenté le Premier Ministre aux cérémonies de: pose de la première pierre du bâtiment "Common Law", de mise en service du grand amphithéâtre et du gymnase, d'inauguration du bâtiment en matériaux préfabriqués ce 2 décembre 2021 dans l'enceinte de l'ENAM.

 La première étape était la pose de la première pierre du bâtiment qui abritera la section "Common Law" de l'Ecole Nationale d'Administration et de Magistrature. Le Ministre Joseph LE, représentant personnel du chef du Gouvernement Chief Dr Joseph DION NGUTE a ensuite procédé à l'inauguration du grand amphithéâtre, rénové et rebaptisé amphithéâtre Jacques MEUNIER.

 Le MINFOPRA accompagné de plusieurs membres du Gouvernement, duVice Président de l'Assemblée Nationale, de certains représentants des corps diplomatiques et des organisations non gouvernementales, a ensuite inauguré le bâtiment en matériaux provisoires où se déroulent pour l'instant les cours de la section "Common Law". La visite a continué dans le gymnase de l'ENAM totalement rénové et déjà fonctionnel.

 Cette triple cérémonie avait justement pour cadre, l'amphithéâtre Jacques MEUNIER, où les autorités ont été invitées à regarder une vidéo  présentant les innovations de cette école, tant sur le plan infrastructurel que sur le plan académique.

Au cours de cette cérémonie Mme Monique NDONGO chef de cellule au MINFOPRA,  Mr Pierre SOUMBOU ANGOULA Directeur Général de l'ENAM, et Mr MOUSSA Blaise DAG du MINFOPRA ont reçu des mains du MINFOPRA les médailles à eux décernées, par le Président de la République Son Excellence Paul BIYA lors de la fête de L'unité le 20 mai dernier. C'est ainsi que  Mr SOUMBOU ANGOULA a été élevé au rang de Chevalier du mérite camerounais à titre exceptionnel.

 Les différents intermèdes qui ont meublé cette cérémonie, ont été très bien appréciés par les invités.

 L'amphithéâtre de l'ENAM  est désormais équipé d'un matériel audiovisuel de dernière technologie, pour l'amélioration significative des conditions de travail et d'apprentissage. Du Sanitaire à la sonorisation en passant par la climatisation tout est désormais neuf.

 Le bâtiment "COMMON LAW", dont la première pierre a été posée ce jour sera un R+7, qui abritera une salle de conférence de 200 places, 22 salles de classe de 40 places chacune, un laboratoire de langue, 4 blocs appartements, un sous-sol, et un centre  d'archivage au rez-de-chaussée.

MINFOPRA in collaboration with MINSANTE, organize a Press brief in prelude to the launching of a vaccination campaign for State workers and Pensioners.

In prelude to the campaign which would run from the 10th of November to the 10th of December 2021, the Minister of the Public Service and Administrative Reform, Joseph LE and the Minister of Public Health Dr. MANAOUDA Malachie, spoke to their target audience today 09th November 2021, through a press brief which took place at the new MINFOPRA conference hall.

The Press brief for the campaign which is in application of the high instructions of the Head of States, President Paul BIYA and the Prime Minister Head of Government, Chief Dr. Joseph DION NGUTE, was the occasion to edify the general public and state agents in particular on the benefits of getting vaccinated.

According to the members of government, vaccination is the only way to ensure safety and get protected from the virus. It is also the surest way to stop the spread and create a healthy working environment for all state agents,  pensioners and their family members.

From the theme: “Together for Vaccination for Collective Immunity and for a Public Service without risk and without Covid-19”,   it is clear that the objective is to get at least 50% of state agents and pensioners vaccinated.

According to Dr. MANAOUDA Malachie,  Minister of Public  health, no case of death has been registered so far with respect to taking the vaccine, after having administered over 600.000 doses in Cameroon.

 However, all those taking vaccines are invited to inform health authorities in case of any nefarious side effects 28 days after taking the vaccine. 

At present there are so many different doses of vaccines in Cameroon: AstraZeneca, Johnson&Johnson administered in one  dose, Sinopharm and in a matter of weeks we'd have the Pfizzer vaccine.

 Statistics reveal that, 7.12 billion doses have already been administered in the world over and an estimated number of 47.8 million persons take vaccines everyday against Covid-19.

Cameroon has recorded only 1.1% of completely vaccinated persons and over 3.9% of the population have received the 1st dose.

 It is expected that by January 2022, Cameroon should have attained 20% vaccinated people and 60% by December 2022,( i.e an estimated number of 15 million Cameroonians to be vaccinated).
