Modernization of the Cameroonian Public Administration: MINFOPRA evaluates the dematerialization of administrative Procedures in ministerial departments

 

With the daunting challenge of meeting up with the dispositions of the 2030 Sustainable Development Goals (SDG30), the dematerialization of administrative procedures is imminent. By evaluating the achievements of different ministerial departments, it is possible for the Ministry of the Public Service and Administrative Reform (MINFOPRA) to determine the level of preparedness for the modernization of the Cameroonian Public Administration.

Presiding over an interministerial meeting for the evaluation of the simplification and dematerialization of administrative procedures within different administrations, on Wednesday 18th May 2022, the Minister of the Public Service and Administrative Reform, Joseph LE emphasized on the importance for all administrations to be actively engaged in the dematerialization of administrative procedures for the modernization of the Cameroonian Public Administration.

The meeting which took place in the presence of a considerable majority of representatives of over 44 administrations, notably (sovereign administrations, technical administrations, economic administrations and social and cultural administrations) as well as the promoter of the Government Action Fair was also an opportunity to discuss on the terms of references on the upcoming Government Action Fair to be led by MINFOPRA from the 22nd of June to the 1st of July 2022 , under the theme “Modernization of the Administration as the major lever of Performance for the attainment of the objectives of the 2030 Sustainable Development Goals(SND30)”.

Turn by turn, representatives of the different administrations took the floor to present the major innovations that have been established within their ministerial departments as well as shortcoming in terms of dematerialization and simplification of administrative procedures in the past years. Amongst others, the Directorate of the National Security presented the dematerialization of procedures in the production and delivery of Passports which formerly took a long time but today the entire process has   been reduced to barley 48hours. The Ministry of Public Health also presented the creation of an online platform that offers candidates the possibility to register for public health concours on the platform and the project for the authentication of public health diplomas which is in gestation.

From the discussions of the meeting, it was realized that a lot is being done to dematerialize procedures within different administrations but there’s still need for communication to be vulgarized at all levels. It is for this reason that in his closing remarks, while calling on the representatives of the administrations to put in more efforts for the dematerialization of the administrative procedures within their administrations, the Minister also urged  them to participate massively  at the Government Action Fair so they can sensitize the Cameroonian public  on all that has been established so far,  in view of modernization of the Cameroonian Public Administration.

MINFOPRA receives members of Parliament of the Education and Youth Commission

The representatives of the legislative arm of government from different constituencies concluded their visit to MINFOPRA today with much satisfaction and anticipation as they witnessesd first hand the herculean job accomplished by the MINFOPRA in application of the presidential instructions relative to the resolution of the Teacher's crisis.

Pursuant to his passage before the  National Assembly last 05th April 2022, Minister Joseph LE received a delegation of the Members of Parliament of the National Assembly led by honourable FANDJA Gabriel today 19th April 2022.
They came to inspect the material and infrastructural actions that have  been undertaken by Minister Joseph LE to implement the Head of State's instructions in relation to solving the Teacher's crisis.

During a meeting that preceded a guided tour to the technical services of the ministry where user's complaints are received and career instruments are treated, the MPs posed  several questions as a follow up to the Minister's explicit speech.
Honourable SOPPO TOUTE Marlyse of the Littoral region, congratulated the Minister fro his laudable work but she wanted to understand the effectiveness of decentralisation of the Public Service in the regions.  To this question, Minister LE noted that the regional delegations are sufficiently capacitated with equipments and human resources  to manage MINFOPRA users in the regions.  
To prove the effectiveness of the work done at the regional delegations, 433 documents that have come in from the South West region within the context of the new procedure of treating teacher's files from the regional delegation to the central services would be tested in the coming days.
On his part, the president of the commission, Honourable FANDJA sought to find out what would be done concretely to solve the problems of civil servants who still wait for long after retirement to receive their pensions and when would the problem of equivalence of diplomas be solved.
Minister LE answered saying, it is possible for civil servants  to receive their pensions once they retire, however the challenge resides in the fact that, most civil servants go on retirement without completing their documents and hence it takes time to update their documents before they can receive their pensions, however a manual of procedure which will be vulgarized in the nearest future has been produced to help pensioners follow up their retirement procedures.
On the question of equivalences, he also remarked that, most civil servants who obtain their diplomas in foreign countries do not take time to follow up the procedures to obtain the authentication of their diplomas and this also contributes to the delays in the treatment of their documents. As solution, the ministry is working on establishing a digital platform in collaboration with other administrations and institutions to facilitate the authentication of diplomas  for diplomas obtained  in the country, meanwhile reflections are still on going on how to manage that of  others obtained abroad in the nearest future.
Minister LE concluded his intervention  by noting that with a limited budget, much has been done at the level of MINFOPRA to dematerialise and simplify procedures and to this effect, his ministry would be leading the government trade fare (SAGO)  this year from the  22nd of June to the 01st of July  to project these realization  in view of modernization of the Cameroonian Public Service to the grand public.

UNOPS au MINFOPRA : La représentante multi pays du bureau des nations unies pour les services d’appui aux projets en visite au MINFOPRA.

 

L’échange de cet après-midi du 10 mai 2022, entre Joseph LE et Tatiana WAH (représentante multi pays de l’UNOPS) portait sur les domaines d’interventions de l’UNOPS.

Durant une demi-heure d’horloge, Joseph LE (MINFOPRA) et Tatiana WAH  en visite au Cameroun, ont épilogué sur les interventions de l’UNOPS au Cameroun.

En effet cet Organisme Non Gouvernemental est une structure opérationnelle des Nations Unies, soutenant la mise en œuvre des projets d’un large éventail de partenaires. Le siège de l’UNOPS est situé à la cité de l’ONU à Copenhague au Danemark. Cette organisation compte plus de 30 bureaux de pays et de partenariats partout dans le monde.

Cet échange était l’Occasion pour les deux personnalités d’en savoir davantage sur les institutions dont elles ont la charge.

Management: Le Ministre Joseph LE installe les Directeurs nouvellement nommés.

 

HALILOU BOUBA née Salamatou OUMAROU Inspecteur N°1, Gustave Marius ZANGA Directeur de la Gestion des Carrières, Hervé Brice DIKOUME Chef de la Division de la Règlementation de la  Prospective et du Contrôle des Effectif, Virginie ESSAMA née NGANTOA ZOA Chef de la Division des Administrations de Souveraineté, serges TSIMI Chef de la Division de la Discipline et du Contentieux, sont les responsables, au rang de Directeur, ont été installés ce 18avril par le ministre Joseph LE.

Le grand amphithéâtre de l’ENAM a servi de cadre à la cérémonie d’installation des responsables nouvellement nommés par le MINFOPRA, tout comme ceux nommés en 2020 et en 2021. Après la lecture des différents textes portant nomination de tous les responsables nommés depuis 2020, le chef de ce Département ministériel a procédé au rituel d’installation en précisant à chaque Directeur ce qui est attendu en termes de résultat. Ces mouvements des responsables qui viennent booster la motivation et le rendement au Ministère de la Fonction Publique et de la Réforme Administrative, interviennent dans un contexte où l’institution est interpellée par la très haute hiérarchie pour répondre aux sollicitations soulevées par les enseignants du secteur secondaire.
Par ailleurs, le Ministre a précisé aux promus les priorités de la très haute hiérarchie, à savoir l’amélioration des conditions de travail et l’optimisation de l’utilisation du numérique dans l’administration publique.
 L’assistance a été édifiée sur les états de service des Directeurs à l’honneur ce 18 avril, lesquels leur ont valu la confiance du Chef du Gouvernement. Ils devront désormais s’en montrer dignes en étant des modèles inspirants.
Aux Directeurs, Chefs de Divisions, Sous-Directeurs, Chefs de cellules et Chefs de services installés, le Ministre Joseph LE a prescrit, un climat de travail sain, et une bonne collaboration.
Le Secrétaire Général du MINFOPRA, le Secrétaire Permanent à la Réforme Administrative, le Directeur Général de l’Institut Supérieur de Management Public, l’Inspecteur Général du MINFOPRA,  assistaient avec attention à  cette cérémonie d’installation, qui a connu la présence singulière de l’Abbé Jean Mari BODO. Les youyous, remises de bouquets de fleurs et la photo de famille  ont marqué la fin de cette journée spéciale.
