ILD 2025: Social Dialogue and Decent Work on Prime at MINFOPRA

The strive for a peaceful Cameroon is the central theme of the celebration of the 139th edition of the International Labour Day at the Ministry of Public Service and Administrative Reform. The week-long activities, which were on the agenda for this year's celebration, kicked off with a fitness exercise that gave way to an edifying educational talk on April 29, 2025.

The talk, which drew a large crowd from the staff of MINFOPRA's central and devolved services, was moderated by the Director of General Affairs, Mr. MBALABOUOM Arsène Alexis. Participants were encouraged to work on their self-esteem and resilience as essential ingredients for stress management and frustration at the workplace.

The culmination of the celebration was a grand march past on the 20th May Boulevard on May 1, 2025. Speaking at the after-party ceremony, the Delegate of Personnel, Mr. MATIP MATIP Nicolas, acknowledged the hierarchy for appointing three directors as public agents regulated by the labor code but requested a relative equilibrium in the distribution of salaries for public agents of this category.

As customary, the ceremony saw the administrative and financial award of the best staff of MINFOPRA for the central and devolved services. After receiving their rewards of 50,000 FCFA each for the best staff of their sub-departments, Mr. KABITHA Jean of the sub-department of Mail Delivery and Liaison Service received the sum of 1 million FCFA as the best staff of MINFOPRA for the year 2025, while Mr. Reyang and Mr. KOUNG Victor of the Discipline and Litigations Division and the Division of National Coordination of SIGIPES, respectively, received 200,000 FCFA and 300,000 FCFA as second and third runner-ups.

Reacting to the words of the Delegate of Personnel, Minister Joseph LE, in his speech for the occasion, listed the innovations that have been put in place for the improvement of the working conditions of MINFOPRA staff. He spoke about the revision of the general status of the public service, which is underway and aims at achieving administrative and financial equilibrium for all corps of the Cameroon public administration. He saluted the contributions of all MINFOPRA staff to the establishment of the AIGLES application, which is greatly appreciated by the senior hierarchy of the Presidency of the Republic.

In pursuance of continuous improvement of the well-being and welfare of the staff, he announced the reduction of the cost of food sold at the MINFOPRA restaurant from 2,000 to 500 FCFA. As expected, the celebration ended with gastronomic feasting and lively animations.

Government and Teacher Coorporations: A new reform under construction

 

In a 45- minute meeting that took place today 01/04/2025 in the conference hall of the 7th floor of the Ministry of Public Service and Administrative Reform, some leaders of teacher trade unions presented  a draft copy of the much requested special status which will upgrade the teacher's standards in the country.

The draft special status is the result of a collective work done by all teacher trade unions and a follow up to the  drafts deposited  after  the teachers' strike action "OTS". The modifications in this copy are mostly structural because the teachers think that their job has to be valorized not only financially but with a respectable status.

 "We want a reform of the system of education in Cameroon, we no longer want to see teachers having a CAP( Certificat d'Aptitude Professionel) who underwent training end up as counselors in schools. We want the representations of all teacher trade unions to be appropriated by the special status. " said the Secretary General of the Collectif des organisations des Enseignants du Cameroun( COREC)  Mr Roland ASSOAH ETOGA.

Speaking during  the meeting, in which he received the document, the Minister of State, Minister of Higher Education, Prof Jacques FAME NDONGO, emphasized on government's interest in improving the teacher's situation in the country. It is a major pre-occupation of the State, reason why it is on agenda for the next cabinet meeting at the PM's office scheduled to take place today.

According to the Public Service  boss, Minister Joseph LE, government's synergy in this matter is top notch and in the upcoming days, a committee will be put in place to look into the draft special status and make agreeable recommendations  that will be reported to hierarchy for consideration.

All in all, government and teachers are said to be on a good footing for the future of the teachers in the country.

Budget 2025 : Le MINFOPRA renforce les capacités de ses responsables

Le Ministre de la Fonction Publique et de la Réforme Administrative, M. Joseph LE, a présidé le 30 avril 2025 un séminaire de sensibilisation et d'imprégnation des hauts responsables et des acteurs de la chaîne d'exécution du budget 2025 au MINFOPRA. Ce séminaire, placé sous le thème « Cycle budgétaire 2025 : enjeux et défis pour les acteurs de l'exécution du budget 2025 au MINFOPRA », visait à renforcer les capacités des responsables et agents du MINFOPRA et de ses organismes sous tutelle.

Les participants ont bénéficié de quatre exposés de haut niveau présentés par des experts du MINFOPRA et du MINEPAT. Le premier exposé, présenté par M. DIKOUME BATINDI HERVE, a porté sur la planification et la gestion des crédits budgétaires, mettant en lumière les meilleures pratiques pour une exécution efficace des projets d'investissement public. Le second exposé, présenté par M. Alexis MBALABOUOM, a mis en évidence les innovations de la loi de finances 2025 et leur impact sur la gestion budgétaire au MINFOPRA.

Le troisième exposé, présenté par M. OLOMO, a souligné l'importance de la maîtrise de l'élaboration des comptes d'emploi et intérêt dans la gestion des ressources publiques. Enfin, le dernier exposé, présenté par un expert du MINEPAT, a analysé les contraintes et les défis de l'exécution des projets pluriannuels, en mettant l'accent sur les spécificités du MINFOPRA.

Ces exposés ont été suivis d'une séance de questions-réponses qui a permis aux participants de clarifier leurs préoccupations et de mieux comprendre les enjeux et les défis liés à l'exécution du budget 2025. Les recommandations formulées à l'issue des échanges visent à améliorer la gestion budgétaire et la reddition des comptes au MINFOPRA.

IWD 2025: Great Ladies of MINFOPRA on the pedestal

Gender parity and balance is deeply  engraved in the action plan of Minister Joseph LE's vision for the Ministry of Public Service and Administrative Reform. From the least to the great positions, women work side by side with their male colleagues to achieve the general good of the user-kings of the public service.

With much joy and deep satisfaction, the Minister of  Public Service and Administrative Reform  Joseph LE hailed the female staff of his ministerial department in the closing party of the International Women's Day celebration yesterday 08th March 2025 at the esplanade of the gigantic MINFOPRA main building.

The week  leading up to the "D" day was charged with very engaging activities which capitalized on the theme  "For all Women and Girls: Rights, Equality and Empowerment" .
From educative talks to Gastronomy fair to aerobic exercises to grand ma tips to  arts and crafts, the great ladies of MINFOPRA turned out massively for all activities.

The fitness walk which launched the celebration of the International Women's Day in Cameroon under the chairmanship of the Minister of the promotion of Women and the Family, Marie Therese ABENA ONDOUA was highly attended by the great ladies on the 1st of March. On the 03rd of March, the women of MINFOPRA  gathered for educative reflections  on the rights of women in a talk moderated by the Director of General Affairs, Mr MBALABOUOM Alexis, Arsène. On the 4th of March, the great ladies presented their culinary skills to the rich public which attended the ceremony. From the   Centre- South region, one could see visitors grapple for the maize and cassava leaf delicacy "Sangha", "okok" and cassava, bush meat etc. The women of the rising sun region displayed their epic "mbol", "Foss" "Menkeli" etc. the coastal Littoral women were busy selling "Ndole and miondo", "Mbongo Chobi", roasted fish etc. the women of the highlands of the  West region reserved  "koki", "condré", "njapchte", "nkui" etc. the women of the North West region reserved "achu and yellow soup", "khati-kati and fufu corn" and "palm wine"etc, the women of the forest zone blazed the occasion with their much loved " water fufu and eru", "kwacoco bible" and "canda stew", "fried snails" etc. the women of the highlands of the grand North region displayed their foléré and kossam, rice pap and puff balls, Dakéré, baobab etc.
Gathering around Minister LE on the 05th of March, the great ladies engaged in  aerobic exercises  ending in much laughter and joy which continued with a session on grand ma tips and tricks on the 06th of March. The women learned how to treat many common diseases with natural herbs and medicines and they produced
 jewelleries from  beautiful colored pearls of different sizes and shapes.
The engaging week ended with a much appreciated match past at the 20th May boulevard on the 08th of March. Paraphrasing  Minister LE's words, the first lady of the nation, Mrs Chantal BIYA was thrilled by the organized display of the great ladies whose attire won the attention and admiration of all on the grandstand.

 In an interview granted to the press, the overjoyed Minister LE reiterated his satisfaction with the women folk  of his ministerial department, while inviting them to remain assiduous for the completion of the establishment of the  AIGLES application software.
